§ 51.05. RESPONSIBILITY FOR RATES AND CHARGES.

All rates and charges are payable by the owner of each lot, parcel of real property, or building that:
(A) Is connected with the electric utility by or through any part of the electric utility works; or
(B) Uses or is served by the electric utility works.
